Considerando que lamentamos la trágica pérdida de todas las vidas palestinas e israelíes tanto antes como después de los ataques del 7 de octubre de 2023, incluida la ocupación militar de décadas, el desplazamiento forzado y la opresión que sufren los palestinos desde 1948;

Considerando que, desde el 7 de octubre de 2023, Israel ha intensificado significativamente sus ataques contra el pueblo palestino, con bombardeos incesantes que han matado a más de 46,000 personas en la Franja de Gaza, una cifra total estimada de muertos de hasta 78,500, casi dos millones de personas desplazadas y un aumento de la violencia de los colonos autorizada por el gobierno en Cisjordania;

Considerando que las actuales condiciones de violencia impiden que el pueblo palestino pueda trabajar con seguridad y dignidad: las tasas de desempleo se han disparado; los constantes ataques israelíes han destruido aproximadamente dos tercios de las estructuras en Gaza, reduciendo la mayoría de los lugares de trabajo a escombros; y los residentes de Cisjordania tienen restringido poder recorrer al trabajo;

Considerando que varias organizaciones de derechos humanos, entre ellas Amnistía Internacional, Human Rights Watch, la organización israelí B’Tselem y el Consejo de Derechos Humanos de las Naciones Unidas, así como la Corte Internacional de Justicia, han constatado que las políticas de Israel en los Territorios Palestinos Ocupados (TPO) constituyen una dominación racial sistemática conforme a la definición de apartheid articulada en el Estatuto de Roma de 1998;

Considerando que, desde octubre de 2023, las organizaciones sindicales palestinas han hecho un llamamiento urgente al movimiento sindical mundial para que actúe de inmediato y ponga fin a toda forma de complicidad con los crímenes de Israel;

Considerando que los sindicatos y las organizaciones de trabajadores de todo el mundo, incluido Unite the Union en Gran Bretaña e Irlanda (el socio del USW en la federación transatlántica Workers Uniting), han condenado las políticas de apartheid israelíes contra el pueblo palestino;

Considerando que ocho importantes sindicatos estadounidenses, que representan en conjunto a la mayoría de los trabajadores sindicados del país, han formado la Red Sindical Nacional por el Alto el Fuego y están pidiendo el cese inmediato del apoyo militar a Israel;

Considerando que el USW adopta habitualmente posiciones en asuntos internacionales del lado de la justicia y en expresión de solidaridad global, como, por ejemplo, con la aprobación de resoluciones contra el apartheid en Sudáfrica en las Convenciones Internacionales de 1986 y 1988;

Considerando que el Steelworkers Humanity Fund de Canadá ya ha donado 10 000 dólares a Oxfam para apoyar a la población civil de Gaza;

Considerando que el USW está comprometido con los derechos civiles y humanos, y condena todas las formas de odio, incluyendo el antisemitismo, la islamofobia, el sentimiento antiárabe y el racismo anti palestino;

Por lo tanto, se resuelve:

Que el USW emita una declaración pidiendo un alto el fuego inmediato y permanente, el fin de todas las formas de violencia y discriminación contra el pueblo palestino, y que Israel respete sus obligaciones en materia de derechos humanos en virtud del derecho internacional;

Que el USW emita una declaración en apoyo de la Federación General de Sindicatos Palestinos;

Que el USW se afilie a la Red Laboral Nacional por el Alto el Fuego, uniéndose al Sindicato de Trabajadores Postales de Estados Unidos (APWU), la Asociación de Auxiliares de Vuelo (AFA-CWA), Enfermeras Nacionales Unidas (NNU), el Sindicato Internacional de Pintores y Oficios Afines (IUPAT), la Asociación Nacional de Educación (NEA), el Sindicato Nacional de Escritores (NWU), los Trabajadores Unidos del Automóvil (UAW) y los Trabajadores Eléctricos Unidos (UE);

Que el USW inste a otros sindicatos y organizaciones laborales, incluyendo la AFL-CIO y sus organizaciones afiliadas, a unirse a estos llamamientos a la acción;

Que el USW apoye a todos los trabajadores que corren el riesgo de ser intimidados por ejercer su derecho a la libertad de expresión y al activismo político en apoyo de los palestinos y en oposición al régimen y la ocupación israelíes;

Que el USW pida a los gobiernos de los Estados Unidos y Canadá que pongan fin a toda la ayuda militar al Estado de Israel, que se financia con nuestros impuestos;

Que el USW forme un comité para examinar su conexión con la guerra en Palestina, evaluar si sus inversiones actuales se alinean con los valores de solidaridad internacional, justicia y derechos humanos, y desarrollar una política de inversión ética.

Whereas we mourn the tragic loss of all Palestinian and Israeli lives both before and after the attacks of October 7th, 2023, including the decades-long military occupation, forced displacement, and oppression endured by Palestinians since 1948; 

Whereas since October 7th, 2023, Israel has significantly intensified its attacks on the Palestinian people, with relentless bombardments killing over 46,000 people in the Gaza Strip, a total estimated death toll of up to 78,500, nearly two million people displaced, and government-sanctioned settler violence increasing in the West Bank;

Whereas the current conditions of violence keep the Palestinian people from being able to work with security and dignity: unemployment rates have soared; constant Israeli attacks have destroyed an estimated two-thirds of structures in Gaza, reducing most workplaces to rubble; and West Bank residents are restricted from traveling to work;

Whereas various human rights organizations, including Amnesty International, Human Rights Watch, the Israeli organization B’Tselem, and the United Nations Human Rights Council, as well as the International Court of Justice, have found that Israel’s policies in the Occupied Palestinian Territories (OPT) constitute systematic racial domination consistent with the definition of apartheid articulated in the 1998 Rome Statute;

Whereas since October 2023 Palestinian labor organizations have urgently appealed to the global labor movement for immediate action to end all forms of complicity with Israel’s crimes;

Whereas labor unions and workers’ organizations worldwide, including Unite the Union in Great Britain and Ireland (the USW’s partner in the transatlantic Workers Uniting federation), have condemned Israeli policies of apartheid against the Palestinian people;

Whereas 8 major US labor unions, together representing a majority of organized workers in the country, have formed the National Labor Network for Ceasefire and are calling for an immediate end to military aid to Israel;

Whereas the USW routinely takes positions on matters of international affairs on the side of justice and in expression of global solidarity, as, for example, with the passage of resolutions against apartheid in South Africa at both the 1986 and the 1988 International Conventions;

Whereas the Steelworkers Humanity Fund in Canada has already donated $10,000 to Oxfam to support civilians in Gaza;

Whereas the USW is committed to civil and human rights, and condemns all forms of hate, including antisemitism, Islamophobia, anti-Arab sentiment, and anti-Palestinian racism;

Therefore, be it resolved:

That the USW issue a statement calling for an immediate and permanent ceasefire, an end to all forms of violence and discrimination against the Palestinian people, and for Israel to respect its human rights obligations under international law;

That the USW issue a statement in support of the Palestinian General Federation of Trade Unions;

That the USW affiliate with the National Labor Network for Ceasefire, joining the American Postal Workers Union (APWU), the Association of Flight Attendants (AFA-CWA), National Nurses United (NNU), the International Union of Painters and Allied Trades (IUPAT), the National Education Association (NEA), the National Writers Union (NWU), the United Auto Workers (UAW), and the United Electrical Workers (UE);

That the USW urge other labor unions and organizations, including the AFL-CIO and its affiliated organizations, to join these calls to action;

That the USW support all workers who risk intimidation for exercising their right to political speech and political activism in support of Palestinians and in opposition to the Israeli regime and occupation;

That the USW call on the United States and Canadian governments¹ to end all US military aid to the State of Israel, which is funded by our tax dollars;

That the USW form a committee to examine its connection to the war in Palestine, assess whether its current investments align with the values of international solidarity, justice, and human rights, and develop an ethical investment policy.
